As we move in to budget season and you begin to make
the arduous decisions of what to fund and for how much, I encourage you to
increase funding to the Department of Conservation and Recreation so that
they might begin to address the abysmal state of their stormwater
management program.
Inadequate
funding is causing the Commonwealth's largest overseer of land to
violate Clean Water Act and Environmental Protection Agency (EPA)
regulations.
DCR, which manages over 675,000 acres of land in Massachusetts, is
out of compliance with federal permit regulations regarding stormwater
management.
DCR's misson is "to protect, promote and enhance
our common wealth of natural, cultural and recreational resources for the
well being of all." How ironic then, that the underfunding of
the agency has led to DCR's stormwater runoff actually degrading the
environment it seeks to protect. I urge you to increase overall
funding for the Department of Conservation and Recreation, as well as
earmark funds for their stormwater management program.
As DCR says, "It's your nature." It
IS our nature, and we need to fund our environmental agencys so that they
can do what needs to be done to protect our nature.
