Speaker biographies and contact information

Eileen Pannetier,
President
, Comprehensive Environmental Inc.

Ms. Pannetier has over 25 years of experience in municipal environmental consulting. As President of CEI, a civil engineering firm, she oversees the operations and management of the firms’ New England offices. She has developed special expertise in storm water management, and has extensively participated in the landscape design and installation of both commercial and residential Runoff Prevention or LID methods including biofilters, raingardens, bioretention basins and naturalized detention basins. She is a nationally recognized expert in watershed analysis, and authored the opinion on the New York City water supply exemption application for the U.S. EPA Expert Panel. Ms. Pannetier has BS and MS Degrees in Biology. In 2006, Ms. Pannetier served on advisory panels for stormwater rules in Massachusetts, New Hampshire and Rhode Island.

D. Bryan Glascock, JD, MPA
Director of the Environment Department for the City of Boston

Bryan Glascock was appointed Director of the Environment Department for the City of Boston by Mayor Thomas M. Menino in 2003 after serving as the Executive Director of the Boston Air Pollution Control Commission for a number of years.  He holds a Bachelors degree in Political Science from the University of Massachusetts/Boston, a Juris Doctor from New England School of Law and a Masters in Public Administration from the JFK School of Government at Harvard where he was a Rappaport Urban Scholar Fellow.  Prior to coming to the City of Boston, Bryan worked for several environmental engineering consultants doing stationary source air emissions testing.  While with the City, Mr. Glascock has developed programs on household hazardous waste collection, multi-media environmental enforcement, air and noise pollution control, abrasive blasting/chemical cleaning, integrated pest management, environmental impact assessment review, parking supply management, energy conservation and sustainable development.

Mark S. Junghans, P.E.
Senior Project Manager-Site/Civil Engineering

Mr. Junghans is a Principal in Vanasse Hangen Brustlin, Inc.'s Boston office. His primary focus is on projects within the City of Boston including permitting, site design, utility design, layout, grading, and hydrological analysis. His urban project experience includes institutional corporate, residential, retail and industrial development.

Tristan T. Cooke, P.E.
Project Engineer

Mr. Cooke’s experience includes permitting, civil/site design, roadway design, utility evaluations and design, layout, grading, hydrological analysis and construction services. His urban project experience includes both commercial and residential development. His recent experience is focused on projects in Boston, where he is a member of VHB’s Boston Integrated Services Team.

Richard A. Claytor, Jr., P.E.

Rich has 22 years of experience in the field of water resource assessment, watershed planning, stormwater management design, and land use management. He is currently a Principal with the consulting firm of Horsley Witten Group (HW) located in Sandwich, MA.  Prior to joining HW, Rich was the Principal Engineer for the Maryland based, Center for Watershed Protection. Rich has a BS in Civil Engineering from Union College, in Schenectady, NY; he is a Registered Professional Engineer, and a Massachusetts Approved Soil Evaluator.

Kate Gormly
Deputy Director, Groundwork Lawrence

Ms. Gormly serves as Groundwork Lawrence’s Deputy Director, having previously served as Project Manager and Environmental Outreach Coordinator there. Her professional experience has centered on community engagement in public park design planning processes, the reclamation of contaminated land for active reuse as parks and open space, and policy initiatives that support sustainable environmental change. She is currently responsible for managing Groundwork Lawrence’s day to day operations, as well as a variety of projects, including design and development of a Riverwalk along Lawrence’s Merrimack River, design and construction of a new community garden featuring Low-Impact Design (LID) principles, and a study of the potential ties between food-related micro-enterprise and economic development, farmers’ markets, community gardens, and better access to fresh food among Lawrence’s low-income communities. Ms. Gormly holds a Master’s degree in Urban and Environmental Policy and Planning from Tufts University and a B.A. in Human Development and Social Relations from Kalamazoo College. Prior to joining Groundwork Lawrence as Deputy Director, Ms. Gormly was Senior Planner/Harbor Planner for the City of Salem Department of Planning and Community Development.

Charles Tracy
Massachusetts Director, National Park Service

Charles Tracy is a landscape architect Massachusetts Director of the National Park Service Rivers & Trails program. Since 1988, Tracy has been organizing regional and community-based environmental initiatives throughout New England and New York.  Since 2001, Tracy has led an interagency NPS-NEA partnership exploring art as a catalyst for public involvement in community environmental projects.
