I write in regard to the current proposals to
reorganize Massachusetts state government.
I urge you to work with the House to pass legislation that will
merge the Metropolitan District Commission (MDC) and the Department of
Environmental Management (DEM), keep the metropolitan park system intact, and create an
advisory council of citizens or advocacy group representatives.
I also encourage you to support the creation of the
Executive Office of Commonwealth Development or a similar office to
coordinate the work of the offices of energy, transportation, housing, and
the environment. This will
give the state the tools needed to attack sprawl and give our communities
the opportunity to develop sensibly and sustainably.
Finally, I do not support the reorganization
amendment passed by the House (House 4001), as it will create significant
problems by separating parkland management from recreation, by merging MDC
parks with other urban parks, and by dividing responsibility for state
forests between two departments. I
believe this reorganization proposal is flawed and should not be adopted.
As your constituent, I urge you to add your support
to this cabinet level reorganization.
We have the opportunity here to eliminate the long-standing
inefficiencies of our state's government; let's act on it.
